A huge alien spaceship stops a few feet of Johannesburg. No landing, no attacks, no threats, no nothing. Just stays there. Floating. Spend some time and nothing. Earthlings decide to pick the lock and enter. And with thousands of aliens are starving and sick. The down to earth, confined to an area / slum / concentration camp called District 9 as a humanitarian gesture towards visitors, as they are not human, able to take a little longer to perk up.
Nearly 20 years after the ship is stationary. And aliens and are almost 2 million. In District 9 grow marginalization, poverty, hunger, squalor.

People protest. Proposes to expel them, kill them. They ask that, as a minimum, the relocate (by hook or by crook). Protests succeed.
